Municipal planning strategies are documents that govern land-use rules and provide policies for the growth and development of a municipality. They articulate the vision of a local community and can detail how a place exists both independent of and within the global sphere. Henri Lefebvre’s theories on the production of space state that the hegemonic economic discourse of a society is the primary determinant of how space is created. A review of the municipal planning strategies of the rural communities of the Town of Wolfville and the Village of New Minas will examine how these documents either mitigate or enhance the influence of the dominant economic system of a society on the spatial development of a community. This study demonstrates that planning documents are tools that can enable citizens to think creatively about community and responsible development within a capitalist economic system that ultimately encourages the opposite.
